Bibek Debroy is an economist and Chairman of the Prime Minister's Economic Advisory Council (PMEAC) who leaves a significant imprint on the Indian political landscape. Known for speaking his mind, Debroy's statements often created political ripples, causing problems to the Modi government from time to time and shaping public discourse.

Agricultural Income Tax Proposal
In 2017, Debroy recommended that agricultural income be taxed over a particular level. This suggestion for expanding the taxpayer base created a row in the government. The then Finance Minister Arun Jaitley was compelled to clarify that there was no intention of taxing agricultural income, thereby pushing the administration away from the statement of Debroy. The suggestion, however brought focus on the overall agenda of tax reform by Debroy.

Demand for New Constitution
However, one of Debroy's more controversial statements was coming in August 2023, when he proposed re-writing the Constitution. Such an article of his came out in the country's leading newspaper in which fierce debate erupted ahead of Lok Sabha elections next year with opposition parties rallying behind Rahul Gandhi, equating his statement as being a challenge to the constitution. It also became a central issue of the elections, and in the 2024 polls, the BJP failed to gain a solo majority.

Views Against Income Tax Deductions
A vocal critic of the exemptions allowed by income tax, Debroy felt that the many deduction in the system add only complexity to taxation and curb the ability of governments to raise revenue to provide for infrastructures and services to the people. By proposing a simple tax code with few exemptions, Debroy's policy showed how his thinking maximized revenue extracted by the government, although such an argument did not sit right with middle-class taxpayers on questions of fairness.

Support for a single GST Rate
He also suggested a uniform rate for GST, whereas the multiple slab structure is being implemented under the present system. Debroy said that the present-day GST has created the multiple rates of GST, such as 5%, 12%, 18%, and 28%; he feels that it is becoming increasingly complicated, and, above all, the efficacy in collection is getting derailed. His suggestions at uniform rates pointed toward the concentration of simplicity and the optimal collection of tax revenue.

The very candid and ambitious thoughts that were mostly not only supportive but also aligning with general economic reforms brought the Modi government in tight situations because of such ideas of Debroy, as well as his statements. Such recommendations led the country's political and economic discussion towards much debate.
