Kanpur Pensioners’ Forum Holds Executive Committee Meeting, Raises Key Pension Demands
Kanpur | January 14 — An important meeting of the Executive Committee of the Kanpur Pensioners’ Forum was held on Tuesday at Chitragupt Dharamshala, Govind Nagar C Block, under the chairmanship of Forum President Rajesh Kumar Shukla.
During the meeting, Forum General Secretary Anand Awasthi highlighted several long-pending issues related to pensioners. He stated that the Central Government had decided to grant higher pay scales to all Accounts Department employees at par with Secretariat staff with effect from January 1996. However, while cash payment was implemented from February 18, 2003, only notional benefits were granted for the earlier period.
Despite clear court orders directing payment of arrears from January 1, 1996, the dues have not been released so far, leading to strong resentment among executive committee members.
The committee also expressed dissatisfaction over the issue of pension commutation. Earlier, 40 percent of pension was commuted and restored after 15 years. As per recent court orders, recovery is required to stop after 11 years and 2 months, but no concrete decision has yet been taken by the government.
Concerns were also raised regarding the constitution of the 8th Pay Commission, with pensioners apprehensive that they may be excluded, as no budget allocation has been announced so far.
The forum further pointed out that BSNL employees are still not receiving pension as per the Third Pay Revision, which was due from 2017, even as the timeline for the Fourth Pay Revision in 2027 is approaching.
To press these demands, it was unanimously decided that a memorandum addressed to the Union Finance Minister would be submitted to the Government of India through the District Magistrate.
Additional demands raised included restoration of pre-COVID railway fare concessions for senior citizens, payment of 18 months’ pending Dearness Relief/Allowance arrears, extension of CGHS facilities to retired IIT employees, and enhancement of minimum pension under EPS-95 from ₹1,000 to ₹7,500 along with Dearness Allowance benefits similar to central and state government employees.
The forum also demanded age-wise pension enhancement, proposing a 5 percent increase at 65 years, 10 percent at 70 years, 15 percent at 75 years, and 20 percent at 80 years. Other demands included income tax exemption for all pensioners, continuation of LTC benefits after retirement, and merger of 50 percent Dearness Allowance with basic pension.
During the meeting, P.S. Bajpai was appointed as Working President, while Om Shankar Tiwari (EPS), Vinay Prakash Upadhyay (DAD) and R.P. Verma were nominated as Vice Presidents.
Earlier in the day, a Khichdi feast was organised at CGHS Ratan Lal Nagar, Kanpur. Those present included R.P.S. Shukla, Satyanarayan, V.P. Srivastava, U.S. Dixit, R.P. Verma, A.S.
