Very few police officers in India have inspired as much admiration and criticism as Kanwar Pal Singh Gill. Human rights activists and several organisations accused the Punjab Police of carrying out fake encounters, illegal detentions, custodial torture and enforced disappearances during the anti-terror operations. Families of those who went missing have long argued that innocent civilians were also caught in the crackdown.

Although courts and investigative bodies examined several cases over the years, many questions surrounding accountability remain unanswered, keeping the debate alive even today.

A Personal Controversy That Followed Him

Apart from his policing career, Gill also faced legal trouble over allegations of sexual harassment.

In 1988, senior IAS officer Rupan Deol Bajaj accused him of inappropriate behaviour during an official event. After years of legal proceedings, the Supreme Court upheld his conviction for outraging her modesty. While the sentence was relatively light, the verdict became one of the earliest high-profile cases highlighting workplace misconduct involving a senior public official.

The case added another controversial chapter to an already debated career.

Supporters argue that Gill took difficult decisions during an extraordinary security crisis when Punjab faced an armed insurgency that threatened public order and national integrity. They believe his tough approach was  necessary to defeat heavily armed militant groups.

Critics disagree, maintaining that protecting national security should never come at the cost of constitutional rights and democratic values. They argue that the rule of law must remain central, even during the most challenging circumstances.

These contrasting perspectives have ensured that KPS Gill's legacy remains one of the most debated in modern Indian policing.

The Hockey Federation Controversy

KPS Gill's controversial public career was not confined to policing. He also served as the president of the Indian Hockey Federation (IHF), where his leadership drew both praise and criticism.

Supporters credit him with bringing financial stability to Indian hockey by attracting sponsors and improving the sport's administrative structure during a difficult period. However, former players, coaches and sports administrators frequently accused the federation of functioning in a highly centralised manner. Concerns were raised over transparency in team selection, governance and player welfare, with many arguing that decision-making remained concentrated within a small group of officials.

The controversy reached its peak in 2008 when a sting operation exposed alleged corruption involving IHF secretary K. Jothikumaran. While Gill was not personally accused in the sting operation, the scandal severely damaged the federation's reputation. The Government of India subsequently withdrew recognition from the Indian Hockey Federation, leading to the formation of Hockey India as the sport's new governing body.

For critics, the episode reinforced concerns about accountability and institutional governance under Gill's leadership. Supporters, however, maintained that the corruption allegations were not directed at him personally and argued that his contributions to Indian hockey should not be overshadowed by the actions of other officials.
