Why India Still Isn't Ready for the Monsoon

India's annual monsoon continues to expose weak urban planning, poor drainage, unplanned development and inadequate disaster preparedness, raising questions about whether the country is truly ready for increasingly extreme weather events.
 

Every year, the monsoon arrives with two very different stories. For farmers, it brings hope, fills reservoirs and supports agriculture. But for millions of people living in cities, towns and villages, it also brings fear. Roads disappear under water, homes are flooded, hills collapse, rivers overflow, rains stop running, flights are delayed, people lose their lives and once again, the country begins asking the same question: Why does this happen every year despite knowing that the monsoon will come?

The monsoon is not an unexpected disaster. It is a seasonal event that India experiences every year. Yet, many parts of the country continue to struggle with flash floods, landslides, waterlogging and poor emergency response. The problem is no longer just heavy rain. It is the lack of preparation before the rain arrives.

Another monsoon, another tragedy

This year's monsoon has once again exposed the country's weak disaster preparedness. Several parts of Himachal Pradesh, Uttarakhand, Assam, Kerala, Maharashtra and the North-East have witnessed landslides, flash floods and overflowing rivers. In Himachal Pradesh, cloudbursts and landslides damaged roads, bridges and houses while many people lost their lives or went missing. In Uttarakhand, heavy rain triggered landslides that blocked highways and disrupted the annual Char Dham Yatra.

Mumbai once again experienced severe waterlogging after heavy rainfall, affecting road traffic, suburban train services and flights. Low-lying areas remained flooded for hours, despite years of promises to improve the city's drainage system. Similar scenes were reported from Guwahati, Bengaluru, Chennai and parts of Delhi, where even a few hours of intense rainfall caused roads to resemble rivers.

According to data released by the India Meteorological Department (IMD) and the National Disaster Management Authority (NDMA), heavy rainfall-related incidents continue to claim hundreds of lives across the country every monsoon through floods, landslides, lightning and building collapses. While exact figures change throughout the season, the pattern remains the same every year.

Why does this happen every year?

Many people blame the rain but experts say the bigger problem is poor planning. One of the biggest reasons is poor urban infrastructure. Many Indian cities were designed decades ago when the population was much smaller. Today, rapid urbanisation has covered lakes, ponds and natural drainage channels with roads, buildings and shopping complexes. When heavy rain falls, water has nowhere to go.

Another major reason is poor drainage maintenance. Before every monsoon, governments announce large-scale desilting of drains and cleaning of sewer systems. Yet, after the first spell of heavy rain, drains become blocked with plastic waste, construction debris and silt, leading to widespread flooding.

In hilly states, unplanned construction has become a serious concern. Hotels, roads and buildings are often constructed by cutting hillsides or near riverbanks. During heavy rainfall, the weakened slopes become vulnerable to landslides.

Climate change has made the situation even more challenging. Scientists say rainfall patterns are becoming more unpredictable. Instead of moderate rainfall spread over several days, many regions now experience extremely heavy rainfall within a few hours, putting enormous pressure on already weak infrastructure.

Do governments prepare at all?

The simple answer is yes. Governments at the Centre and in the states do prepare for the monsoon. Every year, departments clean drains, inspect dams, issue weather advisories, prepare disaster response teams and conduct review meetings. Agencies such as the National Disaster Management Authority (NDMA), India Meteorological Department (IMD), National Disaster Response Force (NDRF) and state disaster management authorities monitor weather conditions and coordinate emergency responses.

The Union government also provides funds under the State Disaster Response Fund (SDRF) and the National Disaster Response Fund (NDRF) to help states prepare for and respond to natural disasters. States also allocate money in their own budgets for flood control, drainage improvement, embankment strengthening and disaster management.

So, the issue is not always the absence of money. The problem is how effectively that money is used.

Experts and audit reports over the years have repeatedly highlighted delays in infrastructure projects, poor maintenance, weak coordination between departments and lack of long-term planning. In many places, drains are cleaned only after flooding begins. Encroachments on rivers and stormwater channels continue despite repeated warnings.

Who is responsible?

There is no single person or institution to blame. State governments, municipal corporations, urban planning authorities, public works departments and local administrations all share responsibility. Poor coordination between these agencies often leads to delays and gaps in preparation.

But governments are not the only ones responsible. Citizens also contribute to the problem. Illegal construction, dumping garbage into drains, building on floodplains and ignoring environmental rules reduce the capacity of cities to handle heavy rainfall. Every year, tonnes of plastic waste block drainage systems, making flooding worse.

In many cases, natural disasters become man-made disasters because basic civic responsibilities are ignored.

The states that suffer the most

Almost every part of India experiences monsoon-related problems, but some states face greater risks because of their geography.

Himachal Pradesh and Uttarakhand frequently experience landslides and cloudbursts.

Assam and Bihar face annual river flooding due to overflowing rivers.

Kerala has seen repeated floods and landslides in recent years.

Maharashtra, especially Mumbai and the Konkan region, regularly experiences urban flooding.

West Bengal, Odisha and parts of the North-East also face flooding during periods of intense rainfall.

As climate change increases the frequency of extreme weather events, more regions are becoming vulnerable.

Can this problem be solved?

Yes, but only if governments move beyond short-term responses. Cities need modern drainage systems designed for today's population, not for the cities of 40 years ago. Floodplains, wetlands and lakes must be protected instead of being converted into construction sites. Illegal encroachments on natural water channels should be removed before the monsoon, not after disasters occur.

Technology can also play a bigger role. Better weather forecasting, AI-based flood prediction, real-time monitoring of rivers and stronger early warning systems can help authorities respond faster and save lives.

Infrastructure projects should be completed before the monsoon begins, and independent audits should check whether flood-control work has actually been carried out. Simply announcing projects every year without visible improvements only repeats the same cycle.

Citizens also have a role to play. Keeping drains free of garbage, respecting environmental rules and avoiding illegal construction may seem like small actions, but they make a significant difference during heavy rainfall.

The real test is preparation, not response

India cannot stop the monsoon, nor can it completely prevent floods or landslides but it can certainly reduce their impact.

The real measure of disaster management is not how quickly authorities respond after roads are flooded or hills collapse. It is whether those disasters could have been prevented in the first place.

Every year, governments promise that lessons have been learned. Every year, new committees are formed, budgets are announced and review meetings are held. Yet when the next monsoon arrives, many cities and towns find themselves facing the same problems once again.

If this cycle continues, heavy rain will keep exposing not just the country's infrastructure, but also its failure to prepare for a season that never comes as a surprise.
