Dearness allowance in India is to touch 53% and cheer many central employees in this country. However, some other burning questions do lurk in the minds of central employees: will their HRA, gratuity, and other allowances increase also under the 7th Pay Commission?

Taking this 3% increase up to 53% places the government at a rather higher level of DA with expectations of employees. Such rises above 50% normally had resulted in hikes on other benefits in the earlier times. Whether this increased DA will bring about such changes in other allowances too is yet to be ascertained.

HRA, Gratuity, and Allowances: What Next?

According to the 7th Pay Commission guidelines crossing the 50% mark of DA is stated to foresee HRA, conveyance allowance, and children's education allowance. The Employees' Provident Fund Organisation July 2024 circular also stated that once the DA reaches the 50% mark, then there is a need to hike up those allowances that include the following: 
House Rent Allowance (HRA)
Conveyance Allowance
Children's Education Allowance
Reimbursement of Travel Expensive
Reimbursement of Hotel or Meals
Clothing Allowance
Special Allowance for Differently Abled Children
Retirement and death gratuity limits increase by 25% to ₹25 lakh from January 1, 2024.

DA and Basic Salary Issue

Notably, though, the increased DA will not be merged with the basic salary. The Department of Expenditure clarified this on October 21, 2024. DA will continue to be a separate component and does not alter the definition of 'salary' for central employees. That means HRA and other benefits will not automatically increase without an official directive.

What Employees Can Expect

Although the DA has risen to 53% as a result of the 7th Pay Commission, the hike in allowances including HRA and gratuity is still subject to the decisions of the government in further policy matters. In such a scenario, it would be wise for the employees to wait for some official declaration before knowing if more benefits are in store for them as the situation unfolds.
