High Court Updates Video Conferencing Rules: New Guidelines to Apply in 3 States
The Bombay High Court has introduced updated rules for video conferencing, effective December 29, in Maharashtra, Goa, and the Union Territories of Dadra and Nagar Haveli and Daman and Diu. Known as the High Court of Bombay Rules for VC for Court 2022, these regulations aim to enhance public access to judicial proceedings while ensuring security and confidentiality.
Key Highlights of the New Rules
Open Access: Citizens can now attend court proceedings via video conferencing, except for cases that require in-camera hearings.
Participation Flexibility: Individuals in India can join hearings at nearby district courts, while those in custody or specific facilities like hospitals can participate from designated locations like police superintendent offices.
Expanded Scope: The rules apply to various courts, including Family Courts, Labor Courts, Industrial Courts, Motor Accident Claim Tribunals, and Cooperative Courts.
Security and Technical Requirements
Participants must obtain a government-issued certificate or affidavit from the court to join proceedings.
Coordinators will oversee technical systems, ensuring smooth operations.
Recording the proceedings is strictly prohibited to maintain confidentiality.
Participants need a desktop or laptop with a stable internet connection and must log in 30 minutes prior to the hearing.
International Participation
Individuals residing abroad can testify through Indian embassies, bearing the associated expenses themselves.
