The investigation has now brought five additional individuals to light, including a German national, Lark Marshall, alongside four Indians: Hari Shankar Tibrewal, Girish Talreja, and Shubham Soni, also known as Pintu Bhaiyya, who are identified as key figures managing the mahadev book online platform.
Bribery to Evade Detection
The investigation revealed that the group allegedly paid ₹76 lakh to lower-level operatives to ensure their names were not mentioned during the ongoing probe. According to ED officials, while Lark Marshall was responsible for designing the mahadev book betting app, the day-to-day operations, revenue management, and reinvestment of profits from illegal betting activities fell to the Indian members of the group.

In 2020, Soni relocated to Dubai to manage these platforms on behalf of Talreja, and Tibrewal, who were also based there. Singh identified 19 out of approximately 60 betting platforms linked to MOB(mahadev book online), including well-known names such as Sky Exchange, Lotus 365, and Mahadev Book. Notably, the Khelo Yaar platform has ties to individuals in Pakistan associated with a Mumbai-based underworld gang. It has been reported that, Talreja, and Tibrewal have acquired up to 12 properties in Dubai as part of their operations.
Leadership Conflicts Amid Investigations
The rapid expansion of the MOB(mahadev book online) network during the COVID-19 pandemic has faced challenges due to ongoing investigations by the Chhattisgarh police and the ED. Some betting platforms have been shut down, and Soni raised alarms about panel operators defrauding the organization. Following the arrest of a panel operator named Alok, Soni reportedly offered ₹5 lakh rewards to anyone who could identify only Chandrakar and Uppal as the masterminds to authorities. Singh confirmed distributing these rewards to individuals, who subsequently named only Chandrakar and Uppal as the key operators of MOB.
Money Laundering and Market Manipulation
The ED's investigation has revealed that Talreja holds a stake in Lotus365, a betting affiliate of the mahadev book online platform, alongside Chandrakar. Allegedly, Hari Shankar Tibrewal, a hawala operator, laundered funds from the betting operations disguised as share investments. Recently, the ED froze share investments worth ₹1,186 crore linked to Tibrewal and others.
Moreover, it was discovered that Talreja, and Tibrewal financed Chandrakar’s extravagant wedding in Dubai in February 2023, which featured 17 Bollywood celebrities, with payments allegedly routed through Jain's company, Konark Industries.
Ongoing Investigation by the ED
As part of its extensive investigation, the ED has seized or frozen assets valued at ₹1,764.5 crore under the Prevention of Money Laundering Act. So far, the agency has arrested 11 individuals and filed charges against 44 people. Both Chandrakar and Uppal were detained in Dubai earlier this year following the issuance of red corner notices.
