RSS Chief Mohan Bhagwat, at the Kathale Kul Sammelan in Nagpur, expressed his concern regarding the declining population growth of India, which he said is a serious issue for society's future. He said if the population growth rate fell below 2.1, the society was sure to decline, and no external force would be needed to destroy it.

Bhagwat emphasized the need for a stable growth rate of population, quoting science, which says that the population with a growth rate of less than 2.1 will eventually collapse. He referred to several languages and societies that have disappeared as a result of a comparable fall in their population growth. Bhagwat mentioned that about the year 2000, India's population policy set the target of achieving a growth rate of 2.1.

Bhagwat further went on to argue that with a birth rate of 1 child per family, society cannot be sustained. According to him, there is a need for at least 2 or 3 children for the survival of society in the future. He mentioned this with an objective of raising awareness regarding population policy to ensure the availability of required resources in the future.

Bhagwat also raised apprehensions regarding a declining population growth rate. "It can, of course, mean the loss not only of a portion of the country's wealth but also the denuding of social and cultural wealth." In his words, "a well-balanced growth in population is a very important basis for maintaining the stability and progress of the society as a whole".
