President’s Rule Imposed in Manipur After CM Biren Singh’s Resignation

The President’s Rule has been imposed in Manipur, following the resignation of Chief Minister N. Biren Singh on February 9. His resignation came nearly two years after ongoing ethnic violence in the state and amid growing criticism over his handling of various issues.

Why Was President’s Rule Imposed in Manipur?

As per the Constitution, a state assembly must hold a session within six months of its last meeting. This deadline for Manipur expired on February 14.
No party or coalition claimed the majority to form a new government after Biren Singh stepped down.
The scheduled Assembly session on February 10 was canceled, as the Congress was planning to introduce a no-confidence motion against Biren Singh.

What Happens Under President’s Rule?

The state administration comes under the control of the President, who governs the state through the Governor.
The power to make laws shifts from the state legislature to the Parliament. If Parliament is not in session, the President can issue ordinances.
President’s Rule is initially imposed for six months but can be extended for up to three years with parliamentary approval.

When Can President’s Rule Be Imposed?

The state government fails to function as per constitutional provisions.
Law and order collapse, making governance impossible.
No party secures a majority, leading to political instability.
Corruption, insurgency, or disasters cripple the state’s administration.
With President’s Rule now in effect, governance in Manipur will be directly overseen by the Central Government until further political clarity emerges.
