A recent government report has unveiled alarming data on atrocities committed against Dalits and tribal communities across India, with 97.7% of cases reported from just 13 states. Despite the SC/ST (Prevention of Atrocities) Act, 1989, designed to protect these marginalized groups, the report highlights the persistent discrimination, violence, and oppression faced by them.

The report reveals that Uttar Pradesh tops the list with 12,287 cases (23.78%), followed by Rajasthan with 8,651 (16.75%) and Madhya Pradesh with 7,732 cases (14.97%). Together, these states, along with Bihar, Odisha, and Maharashtra, account for 81% of the registered cases nationwide. The report also raises concerns about the declining conviction rates, dropping from 39.2% in 2020 to 32.4% in 2022, suggesting inadequate legal enforcement and insufficient judicial resources.

Additionally, the report points out that many cases are either not filed due to fear or are dismissed due to lack of evidence, highlighting significant gaps in both the legal process and awareness. Furthermore, it mentions instances where the law is misused for personal vendettas, adding another layer of complexity to the issue.

The government has attempted to address these challenges by setting up special courts and police stations, but the report underscores the need for more such institutions to expedite justice. The findings have prompted renewed calls for strengthening the Act’s implementation and raising awareness to ensure that the law protects those it was intended to defend.
