Political content on social media has become an increasingly important part of India's public debate. But recent reports of Instagram reels connected to protests being restricted or receiving sharply lower visibility have raised fresh questions about Meta's content-moderation practices.

Digital rights organisation Internet Freedom Foundation (IFF) said in July that users were reporting Instagram reels and videos documenting ongoing student protests being labelled as "sensitive content".

The organisation also said some creators had reported a sudden decline in reach, which it described as consistent with what is commonly called shadow banning.

The reports have triggered a broader debate: when does content moderation become censorship?

What Users Are Reporting

According to IFF, some protest-related reels were being displayed behind warnings, while in certain cases users reportedly could not access the content through story shares.

The complaints involved content associated with the Delhi student protests, including material shared by political and protest accounts.

But an important distinction needs to be made.

A reduction in reach or the appearance of a sensitive-content warning does not, by itself, establish that Meta is deliberately censoring political speech.

Social media platforms routinely moderate content under policies covering violence, misinformation, graphic material and other categories.

The question is whether those rules are being applied consistently and transparently.

Why Political Reels Matter

Instagram reels have become a major source of political communication, particularly among younger audiences.

A protest video that reaches millions can influence public opinion within hours. Conversely, a video that is technically available but receives significantly less distribution may struggle to reach the same audience.

That makes platform algorithms an increasingly important part of political communication.

If controversial political content is systematically made less visible, critics argue, users may effectively lose access to information even when the content has not been formally removed.

Meta Faces a Transparency Question

The IFF has asked Meta to clarify whether protest-related accounts are being subjected to reduced distribution, which Community Standard is being applied, and whether government requests or legal notices are involved.

Those are important questions.

At the same time, Meta has to balance political expression against the risk of violence, misinformation and coordinated manipulation.

The difficulty lies in determining where that line should be drawn.

A platform that allows everything can become vulnerable to manipulation. A platform that restricts too much can undermine legitimate public debate.

The Bigger Issue

The controversy ultimately goes beyond Instagram.

As more Indians get news through social media, companies such as Meta increasingly influence what citizens see, what becomes viral and which political conversations receive attention.

That gives platforms enormous power over the information ecosystem.

The current complaints therefore deserve transparency rather than assumptions.

If political and protest content is being restricted, users deserve to know why. If the restrictions are simply the result of neutral safety policies, Meta has an opportunity to explain that clearly.

Either way, the debate over political speech online is unlikely to disappear.
