UPSC Star Turned IFS Officer Mohan Choudhary Suspended After Transfer Snub

In a dramatic turn of events, Mohan Choudhary, an Indian Foreign Service (IFS) officer of the 2014 batch, has been suspended by the Ministry of Environment, Forest and Climate Change. Choudhary, an engineering graduate from Rajasthan, was initially appointed as a Deputy Conservator of Forests (DCF) in Jammu and Kashmir before his recent transfer to the Union Territory of Ladakh.

Choudhary, who was inducted into the IFS after passing the rigorous Union Public Service Commission (UPSC) examination, was moved to Ladakh as per a transfer order issued by the Jammu and Kashmir government on February 13, 2022. However, according to reports, he did not join his new duties in Ladakh as mandated. This failure to comply with official orders led to his suspension.

The suspension, announced on Friday, follows a series of procedural and disciplinary issues. A notice issued in June 2024, detailing Choudhary's unsatisfactory response to two show-cause notices, cited violations of the All India Services (Conduct) Rules, 1968. These infractions include disregard for senior officials' orders, lack of dedication to duty, and overall insubordination.

The Ministry's suspension order highlights that such behavior is considered gross misconduct, akin to dereliction of duty. Until further departmental proceedings are completed, Choudhary has been called to New Delhi by the Ministry for additional review and processing of the case.

Choudhary's case underscores the challenges and expectations faced by civil servants, even those who have achieved the high rank of IFS. His situation serves as a reminder of the stringent adherence required to the rules and responsibilities that come with the role.
