Haryana Officer Kulbhushan Bansal Arrested for Alleged Abuse and Sexual Assault On Dalit worker

A Haryana Civil Services (HCS) officer, Kulbhushan Bansal was arrested for allegedly indulging in sexual exploitation at gunpoint by a Dalit male worker. The contract employee of Haryana Public Health Department had lodged detailed complaint alleging that Bansal, Sub-Divisional Magistrate Hansi, had sexually exploited him for over six months.

According to the allegations by the worker, the officer had taken him as a peon and had initially invited him to his official residence for massages. Over the course of time, however, he started using casteist remarks and compelling the worker into sexual acts. He would threaten him even with a pistol when the worker resisted. While the worker had been repeatedly rejecting the officer's advances, the latter allegedly continued the abuse, forcing the victim to film the incidents as evidence. It has been a breaking point because I either had to die or file a complaint against him," the worker claimed before revealing that Bansal could be charged under 377 (unnatural offenses) and 506 (criminal intimidation) of the Indian Penal Code, besides other charges framed under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
