J&K Assembly: Showdown in Assembly PDP Pushes Article 370 Proposal, CM Omar Abdullah Says 'No Relevance'
The first day of the session of the Jammu and Kashmir Assembly saw the situation erupt into tensions when PDP legislator Waheed Ur Rehman Parra proposed a resolution opposing the move to revoke Article 370. The proposition reopened discussions on the controversial 2019 decision revoking Article 370, which granted special status to Jammu and Kashmir. This created chaos in the Assembly with vociferous objections by the BJP members and the Chief Minister Omar Abdullah deeming the proposal irrelevant.
PDP's Proposal Sparks Assembly Uproar
The motion tabled by Parra, the state PDP chief, recommended a review of Article 370's abrogation, and it sought to reflect opinion against the 2019 decision taken by the center. The BJP legislators fast up in arms, publicly rebuked it, leading to a heated argument in the house. The BJP argued that Article 370 was abrogated constitutionally so Parra's proposal would not be relevant.
The issue in this regard was resolved, Chief Minister Omar Abdullah said, when the noise about the proposal received full prominence and he said on that that the proposal mattered the "least" and termed his doubt why had it been brought on him at all. This way, Abdullah said they must have had a perfect "valid reason" or even an "issue in concern" if they discussed that before them. Anyway, according to Abdullah the very question of Article 370 does not stand anymore and would lose any importance if mooted to be reconsidered. He said the assembly is a platform that holds open discussion; hence the proposal was more symbolic than it was substantive.
Abdullah also clarified that the changes initiated in 2019 could not be digested by the people of Jammu and Kashmir. "The ground reality is that the people of Jammu and Kashmir haven't swallowed the decision on August 5, 2019," he told the meeting. But at the same time, he emphasized how one person could not guide the Assembly decision on something like this. He thus asked the proceedings be narrowed to issues that can be translated into acts.
Speaker Suspends Sitting Amid Ongoing Tensions
Following Abdullah's statement, the session was suspended. Abdullah arrived for the Speaker and sought that the Speaker temporarily adjourn the Assembly to give more time to the assembly to reassemble with a focused agenda. The event showed how heavy the discussions around the controversial Article 370 issue had been.
Mehbooba Mufti Stances for Parra's Proposal
PDP chief Mehbooba Mufti appreciated Parra's stand by saying that he had taken the courage to raise the issue in the Assembly. "Proud of @ JPNadda ji that our party continues to lead the fight for the special status of Jammu and Kashmir," she said in her tweet, reaffirming her party's commitment towards seeking the restoration of special status to Jammu and Kashmir. She commended Parra, saying that he was acting in line with the vision of PDP and hoped that the issue continued to be brought to people's notice.
Background on Article 370 Revocation
On August 5, 2019, the central government abrogated Article 370 granted special autonomy to Jammu and Kashmir. This proved to be a historic shift as the privileges and specific rights accorded to state residents were withdrawn, further reorganizing Jammu and Kashmir into two Union Territories: Jammu and Kashmir, and Ladakh. The change also brought Jammu and Kashmir's independent state status to an end, redesigning the governance structure for it to be on a par with other Indian Union Territories.
The move is still sparking debate and protest, and has had many mixed reactions in the states.
