In India, the Registration of Births and Deaths (RBD) Act of 1969 governs birth and death registrations. This act prescribes the formal procedure for such registrations and appoints in every registration area a local authority to maintain records. Under Section 7 of RBD Act, for an area within a State as notified, the Government concerned appoints Registrars - which can be the Officials of the municipal body/Panchayats/and other government health institutions/officers of local authorities appointed by State Government. The said registrars are liable to make any registration of births and death that have taken place during their jurisdiction. When registering births and deaths occurring domiciliary, notification must be given to the Registrar responsible within 21 days following the event by the family. Upon an effective and proper registration procedure, a birth or death certificate from the Registrar may be used, providing official proof of registration both legally and administratively.

For CRS, making use of an application eliminates paper processes and moves onto new and efficient digital platforms while at the same time keeping forms to fill down in most cases, with an enhanced elimination of necessity to walk physically to offices. By allowing mobile registration, it is hoped that the application will ease record-keeping and ensure the proper collection of data about statistics on vital matters in the country, making governance efficient. The CRS app, therefore, represents an illustration of how technology can help modernize the most basic public services that are convenient to citizens while being in line with the objective of  a digital, open India.
